Juan Carlos, if you're so worried about giving the economy a shot in the arm, tell me who benefits from the supension of the Davis-Bacon Act? It can't be the workers, whose salaries drive our consumer-based economy. It can't be that Cuellar and the Republican party are now worried about corruption and government waste.
Let's be honest, those companies who will be given these governmental contracts to rebuild N'Awlins will be reaping the windfall. You maximize profits by doing one, or a combination of, of four things- maximizing revenue, keeping overhead down, keeping payroll down, and keeping your tax burden low.
These contractors already know exactly how much they will be given when the contracts are doled out. I'm sure they'll keep overhead as low as possible. Most have a ridiculously low tax burden, and now they get to lower wages that had been federally protected since FDR was in office.
