the maximum income a family can make and still qualify for CHIP is about $40,000
You really think other taxpayers should shoulder the insurance burden for a family making more than $40,000 per year?
Really?

RE: MH
It's under $40k not over.
If I remember correctly, 200% of poverty level for a family of three is $32,180. The estimated cost of housing, food, child care, transportation, health care, other necessities such as clothing, and taxes for two adults and one child in Houston is $2,821 per month (more than $16 per hour in combined household wages), or $33,852 per year. So tell me, exactly where do expect them to find money for health insurance.

Right, currently. But Cincy wants to expand CHIP coverage to families making more than $40k per year.

I'll take a wild guess and answer: in their monthly health care budget as tabulated above?
