Counting of age.
The western method goes from your date of birth to the current day.
However, in the Chinese method, we add 1 year because of the gestational period, and if the person in question is born on or before the Chinese (Lunar) New Year, another year is added on the passing of the Chinese New Year.
He Kexin is 14, following her date of birth, but following the Chinese method of age calculation, she is 16. The Chinese New Year this year was in Febuary, which would mean she turned 16 during CNY. If she was born AFTER the Chinese New Year, she would be 15.
