My guess is they used a regular dose, but they chose too small a men.
The liberals would have a solution for this. They would immediately pass a law requiring these "robbers" to carry a scale with them, weigh their victims first, then properly calibrate their "dose".
They'll probably offer free "calibration" classes and pocket-sized conversion charts within the legislation as well.
