A difference of 3 ten-thousandths of a percentage point? Are you kidding? And making the chart look like it's a whole lot? Obfuscating and unethical! Or really, really bad PowerPoint.
this chart is totally slanted. Clinton inherited a 7.5 rate from bush sr., then brought it down every year he was in office to about 4.2, which is the nice low number W started from. Still, W's average was almost 20% higher then that 4.2 starting point at the the time of this bogus, misleading chart.
