One question though.

The report you reference in its Statistical Annex, Chart 2, "National Contributions of Member States has the following":

Note: After deduction of the UK rebate, the national contribution of the UK amounts to E7 871.8 million in 2003

How does this square with the 9.9712 Billion you quote?

Gravatar Just answered my own question. This report uses the trick in the source I used for my report on the 2002 numbers - excluding Traditional Own Resources. Which were E2099.5 million

The argument they use is that duties paid by nations to the EU are actually sourced by the EU, not the nations.

Tricky, these Belgians!

you are quite right. the report is definitely not written or positioned to be readily accessible to "outsiders." the budget office may do well to produce topline stats/charts, if they are interested in transparency.....
