Crusty, raised areas that stick out,like scabs? Exactly how raised? From what i learned in nursing school it honestly sounds like he has genital warts. You need to find out before he gives you genital warts and then you get cervical cancer.

I sincerely hope its not that serious.

Of course, on a happier note, he might just have eczema on his penis.

I just got married on November.
