Robert Novak also thinks the South Dakota vote was a setback, but I'm not so sure. If the Supreme Court is not yet ready to reverse Roe, then all this law would have accomplished would have been to provoke it to "once again reaffirm" Roe yet again, which would make it far tougher to overrule in the future.
