Surely there's a plaintiff just waiting to found out there. This should be pursued vigourously in the courts.

After more thought, I see a conflict here with property rights. I have been against smoking bans here in the Peoples Republic of Louisville, and I believe I'm being inconsistent.
If it's wrong for the government to infringe upon the rights of property owners there, do I have the right to infringe their rights, too. Shouldn't I respect their posted premises? If I insist on entering after disarming myself, have I not agreed to their entry terms? Of course, this reservation is just for private property.
If I am forced to go to a government building to conduct government mandated business, e.g., carry permit or vehicle operators license, the courts have already found no government agency can be held liable for failing to protect me. Sigh.

I agree with your assessment of private property Rights Blue. I respect their decision and abide by it by NOT patronizing the establishment.
The distinction is that should a property owner demand that I forfeit a by the Creator endowed Right to self preservation while I am on their property then they by default become responsible for my preservation.
If they fail in a way that I might not have had I been armed then they would be liable to me.
Property owners have rights, but actions have consequences.
