please don't take this the wrong way... i don't claim to know the real situation or the background, so, please disregard this if it doesn't apply... these are just my reactions based on personal feelings and experiences...
altho i don't condone what your dad does, i do understand where he's coming from...
he probably resents the fact that he was left high and dry when his wife decided to ditch him and the infant... he probably struggled to look after his baby girl and make a living while the ex was out enjoying the high life... he was probably having to be the responsible and dependable one cos the party animal and rebel definitely wasn't going to be there... esp. when the baby had high fever, or didn't want to drink her milk, or was teething and could not sleep all night... he was probably embittered by the fact that while the life of the party was enjoying the carefree life of a swinging single, he had to sacrifice his youth... so, there are probably reasons for his morose demeanour...
on the other hand, talk is cheap... the social butterfly flits in and out of her child's life, as and when it fits her self-centred schedule... not knowing the daughter's trials and tribulations... offering glib advice without seriously understanding the situation...
come on, get real... how likely was it, that half-grown woman-child of a mother was ever going to want custody of a helpless infant when she could not possibly get her own shit together? wouldn't that would have put a serious crimp on her social life... held her back and cramped her style...
i think there's more beneath the contrasting exteriors and more digging is needed to find the real truth... i know parents like them only too well...
