Use Facelets. Facelets now support ADF for templating. It is a powerful template engine, as it is also faster than JSP. It allows you to make tag from your template, remove JSP dependencies on your page, also support JSTL (even not all were available) usage within your JSF.

FYI, JSP + JSF would be slower than Facelets + JSF because JSP and JSF has it's own lifecycle, while Facelets and JSF don't.
