"over the age of 25" is the big qualifier here. kerry's statement points to the high dropout rates in american high schools. he doesn't address students who drop out of high school for night school or GED equivalent programs, or students who don't graduate within four years.

i have no doubt that 84% have completed high school or the equivalent by the age of 25, but that doesn't make kerry's number wrong.
