In all seriousness, this is a fantastic idea. The only problem: when a real, hoenst to goodness islamic state came about and subsequently failed completely, Mslims would just say it wasn't a true Islamic state! Or the West interferred somehow! Or another in a long list of excuses for the shortcomings of Islam in particular, and religion in general.
