I say the State can't have it both ways. A nine month old baby is a person. Period.
HOWEVER, I think the carpool lane rules need drastic changing. I don't think kids should count. I think that carpool "persons" should only apply to other eligible drivers--after all, that's what the lane is for.
Your kid was not going to be taking an alternate single car without you.
Gosh... there's enough controversy on whether a baby (one that is OUT of the mother's womb) counts when driving in the carpool lane.
