Clearly, as evidenced by the attempts to repeal the estate tax, we are not experiencing a "time of war".
That phrase is little more than a Republican/Neocon rally cry to strike fear into the hearts of their base with the intent to motivate them to defame the Constitution and grant them so called 'unitary executive' powers willingly.
Avoid the trap. We are not at war. We are on an adventure.
