Nope, when I was a kid he had no pants. So not only was he tucking, he was also using his sugary sweet bodily fluid to entice children closer, presumably so thta he could whip his cock out when the cameras were off.
I've also noticed that they have started putting Mr. Peanut behind podiums and otherwise avoiding showing his lack of crotch-covering. I would not be surprised if there was some sort of weird fundie letter writing campaign behind all of this.
