There is no doubt that having a competent gov in the mansion in BR shows that Katrina was a STATE issue way more than a Federal one b/c we have the same Federal gov that we had then but thankfully this time we had a competent gov in Jindal that didn't block the Federal government over and over like Blanco did for Katrina.
