It seems likely that it is this background which caused the infamous "7 minute stare" when Bush was informed of the eventual attacks. I don't think Bush had realized, until that point, that there was no one going to bail him out and cover his ass while he was president, like people had done when he was AWOL, a drunk, a coke-head, a failed businessman, etc... As the leader, if you do nothing, nothing will get done. Cheney wasn't going to step in and deal with this sort of thing. The appointed buddies and out-of-date Reaganites weren't going to figure this stuff out.
Perhaps he thought things would turn out like they did for Forrest Gump (Barely capable adult blunders through life doing great things by accident)? His ability to distinguish reality has never been a strong suit of his...

I was not, and am not a big fan of Michael Ignatieff. That said, this portion of his August 5th NYT oped referring to bush is particularly well put:
"Good judgment in politics, it turns out, depends on being a critical judge of yourself. It was not merely that the president did not take the care to understand Iraq. He also did not take the care to understand himself. The sense of reality that might have saved him from catastrophe would have taken the form of some warning bell sounding inside, alerting him that he did not know what he was doing. But then, it is doubtful that warning bells had ever sounded in him before. He had led a charmed life, and in charmed lives warning bells do not sound.
One can only hope the bell tolls for this sorry s.o.b.* . . . .
*In this case, the phrase is an apt one.
