What makes you think that "business" isn't run this way? Boris said it best above re "makeing command noises" but do not get suckered in to the idea that people who run businesses are anything but worried about PR.

The first words out of my directors mouth for any progressive change (even without direct cash costs) is "We'll never be able to sell that".

Some business people can run businesses but the big companies can hide a lot of bad management.
