I don't think that they should tax for affordable housing. They could promote the sale of public property to bring down the cost of affordable housing. Other cities have done so. Create redevelopment areas and builders, out of the money earned, can create affordable housing in the private sector.

Interesting article, regarding the Seattle home mortgage market. It seems that there should be an alternative than a continual tax and spend solution. Seattle definitely should consider the sale of some of its public properties to help bring down these types of costs for affordable housing, also find incentive in the private building sector to engage in affordable housing for low income individuals.
