The transit system is running for more than 10 years and going through tons of maintenance. Yet, they can't form a team from internal maintenance engineer to investigate the cause?

Here come the chicken and egg : if the engineer is competence, then why you need an oversea consultants? If they are incompetent, why they still with the transit system for so many years.

Howsy, if the foreign consultants aren't here to assist, it will be disaster. The MRR2 was a fact; the Computer-Lab project was a fact. Tho' some monies will be spent on consulting fees, it's worth it. Local consultants sometimes lacks the expertise tho' they have some knowledge; some knowledge can be dangerous!!!!
