The problem is that some of the laws & implementing regulations are ambiguous or even overlapping.
Further, implementations can be very disappointing. For example we already have Copyright Law since 1982,amended 3 times, and ratified int'l copyright treaties, but it is not difficult to find pirate recording/ software/film in Jakarta.
I believe that it would take some time for lawmakers to change their perception that "the more laws, the better".
