After reading this reply, it appears as though they are limiting their focus now to the nicotine, however, it is very common to vape without nicotine.
In our forum ecig-e.com we have many users who vape a 0 nic juice all the time.
Should this be considered in the next email reply, if there is one. If that is their focus, and that is what's holding them back and requiring market authorization, then without nicotine, there should not be a problem.
It appears, the more desperate that they get, the less they are restricting the device, and simply focussing on the one peice that they can somewhat govern, the nic.
Let's face it, needles are legal for sale anywhere in canada, however are used by some people to deliver illegal drugs directly into their blood stream. Are they going to ban the needle, or the drug. Name goes here, you can't ban the device, but maybe, and obviously what they want to do, is govern the nicotine.
Those are my thoughts anyways.

I think it's an excellent point and will consider submitting to Health Canada in our next correspondence with them. Thanks for bringing it to our attention.
