Gravatar The only issue with leaving this to the local level is that it is not a local problem. For example: I live in a Northern State (Wisconsin). We are lucky because we can, quite frankly pollute like mad. The sulphur emissions, for example, rise into the air and are pulled to the East Coast by the prevailing climate, winds etc. There it drops like a sea of acid.. thus, acid rain.

So, if we were to leave this totally local, Wisconsin will build unscrubbed smokestacks like mad and just tell Mass/NY/PA to "live with it".

I absolutely agree that anything that is purely local, should stay local.

Gravatar Right on, bro. Crappy title for the piece, I agree. It's not rebuffing, it's just practicing states' rights. Or, city rights. Whatever. I don't understand how signing on to a set of rules is the same thing as endorsing a treaty. Besides, that treaty was a turd Clinton dropped out there for Bush to flush, knowing full-well it was bad for the US. Anyways.
