The government has deliberately turned a blind eye to illegal immigration for years. The purpose of this policy is to drive down the cost of labor. Conservative policy makers know that allowing an illegal labor market drives down busines costs by undermining wage and safety requirements.
When Bill Clinton left office the number of deportations per year was 1.8 million. When George Bush entered office he immediately cut that number to 1.0 million. Why do you think this is?
