Love the definition!!
Hate the insanity that ensues in upper-education from intellectuals believing they are "progressive" and "forward thinking." Why not give this cash-break to high-performing out of state (legal) students? Hell, they're "undocumented state residents" according to their definitions... at least then we'd be using positive reinforcement to push students to greater achievement. [Their parents would be happy as well...]
