Well, the serious issue behind this proposal is whether we shouldn't consider a parliamentary form of government. Given the Congressional majorities Bush enjoyed during most of his first two terms, he did function more as a prime minister with nearly complete control of the legislative process in addition to the executive. If the Democrats do as well as they're polling, a President Obama would be in the same position. The advantage of a parliamentary system is faster replacement once the public's decided the incumbent smells. In Britain, elections are called, run and decided within weeks. I believe number 10 has to be vacated within 24 hours of voting. Two other features: a nurturing of third parties who would be given a few seats based on proportional representation and elections that wouldn't suck up so many financial resources away from serious issues like education and health care.
