And no, Tim, I don't understand the difference. The only explanation I have seen so far is that the one standard was more of a burden on the clerks than the other. Nothing to explain the abuse Van Hollen took for his lawsuit.

btw: If a Democrat had taken the same route as Van Hollen (though doubtful since Dems actually care that people are able to vote without fear or harassment) I would have lamented his/her efforts, too.
