PDVSA is running out of money due to declining production and must invest in infrastructure and exploration if it is to keep its production rate stable or grow it. Hugo has been robbing every penny he could from there for his campaign to expand his revolution elsewhere.
The only way to keep up his game abroad is to nationalize more industries and bleed cash out of them.
Hugo will be like Mugabe...never miss a meal while the rest of the country falls apart. Zimbabwe is the end-game scenario for people like Mugabe and Chavez.
Neither of them care, and why should they? They and their retinues are doing fine.
