Purpose of DIME is the limit the area of explosive lethality to an extremely small size -- to prevent collateral damage. If somebody has been wounded by a DIME warhead, they would have been killed outright by an ordinary warhead. Check it out on Global Security.
Of course, we don't know if he has actually observed anything consistent with use of DIME, or whether any country has actually deployed such warheads.
In any case, there is no need for a "lab" in Gaza. It's already been evaluated at government test ranges. They know exactly what it will do. It's just explosive with tungsten powder added - not rocket science.
