Well, of course! After all, fire from inside Gaza doesn't often hit anything but a few square feet of farmland, while a sneeze from the Israeli side kills! That is why the Palis have to hand-deliver explosives they actually want to hurt someone. And why even then they try to avoid anyone with a, whatchamacallit, gun, in case they get interrupted like the guy who thought he could take out a whole bunch of unarmed kids in college but did not know some of them actually had weapons - he must have thought he was in the US or Britain.
