I'm only a 2L law student, but I have had juvenile law, so here's my inexperienced "only had one semester" opinion: While I agree they are too young to be charged with a crime, EVERY state has a juvenile system that is intended to provide "services" for children at risk of either a) being abused or neglected, or b) engaged in offensive behavior which would be criminal if committed by an adult (that's what they call it, hence "offendors" not "criminals.")
Anyway, they DEFINITELY qualify for evaluation/custody/counseling!!! How they can just send these kids back into the classroom is an egregious abdication of responsibility. it teaches them there are no consequences. Also, this may be the only opportunity where the state legally can step in. I guarantee you, if nothing happens to these kids, there will be violence...there should be special protection for the on that narced...that kid is in grave danger.
WTF, indeed. A steak knife, handcuffs, and duct tape? You may not agree with spanking a child, but these welps need a serious ass-kicking.

And why do you have to be 13 or above in Georgia in order to be charged with a crime? This brings a whole new meaning to the term "hot for teacher". ;-]

I worked with children in CT and had this kid who was about 10 who grabbed female staffs breasts, talked about raping girls and doing drugs. His mother would pretend to not be able to speak English when we treid to tell her something was wrong with the little monster.
His dad was in jail, I think his mom was illegal and he ran the streets like unsupervised. No doubt these kids in the story have the same sort of background.
Let's investigate the parents
