It's called ethnic cleansing. If you're a Sunni and you run all the Shia's out of your neighborhood there are less people around that you'd like to kill. This allows for lower death rates. Just like Obey was saying.
With 2M having left the country and over 2M internally displaced, casualty rates can go down even though the Iraqi government is essentially non-functional.
