I hear Alcatraz is available. Except for a few tourists, pretty empty. But int heitnerest of tourism, it's been maintained better than most VA facitlities.

So transfer the guards and prisoners, hire a top San Francisco chef and there ya go. Gitmo closed, no one has to go back to his home country to be tortured. Everybody wins.
