Oh, Tacuma is a recent immigrant from Ethiopia and does not understand that he is not to take others property. In his homeland it is a custom to take what is others. But he loves this country and votes democratic so we cannot deport him.

Since there's no mention of his political party may we assume he's a Democrat or maybe a "youth" aka "yute" from France or Denmark. I leave it to you fellow posters to read between the lines.
