@DC Urban Dad - It certainly was when i was in college. We'd hit the 99-cent breakfast at the casinos in the middle of the night.
Oh dear (I say that a lot here don't i?) yes, we did that too. Now we have a gate fitted to the top of the stairs to stop the dogs getting up and no-one can get through that quietly. Maybe you need to set up some 'traps'?
Don't worry this wont last forever. When they get older all they ever want to do is sleep. It takes a canon shot over the head to get them out of bed.

We're at ages 5 and 7 and STILL the night wandering has not stopped. I suggest you embrace napping whenever you can, because if your kid is anything like mine you may never get a full night's sleep again.
Well that's certainly an interesting problem. I suppose you can't really lock him in his room. Probably inhumane or something.
How about one of those motion activated Nerf missle launcher thingys? Get one and set it up outside his door. That should make him think twice, hehe.
One night Clare wandered into our garage while she was still asleep. Luckily we were still awake. It never happened again, but it freaked me out too.
At 3.5 years old, we have been dealing with the night wandering around for about 3 months. I can't remember the last full night of sleep I got. We (meaning my husband) installed a slide latch on our front door at our eye level, he also installed a slide latch that on the back end of our sliding door so the little lurker can't get into the backyard in the middle of the night. She loves to swim and we have a pool...can you say SCARY! We have the pool double guarded, but it still freaks me out. The best is when she stands right by the bed in the middle of the night and whispers, "Daddy, put me back to bed."
