Uh...yes. In fact, recently Arsenal (English Premiership) fielded a team with no Brits on it. It was quite scandalous.

The best players from all over the world want to play in the top leagues. The top three of those would probably be the Premiership (England), Serie A (Italy), and La Liga (Spain).
