Didn't Warren Ellis do a Killraven series, or was going to do one but it was killed?

Ellis once wrote a proposal for a Killraven series, had it posted on his website I believe-but he had no love for the character or concept as McGregor & Russell had done it, and was disappointingly cynical. KR in black leather trenchcoats and other trendy crap. Personally, I'm glad it never saw the light of day even though I generally like Ellis' work...
