I always thought that "Mr. Soul" might be about Rick James, who played with Neil in a band in Toronto. Like most of Neil's songs, though, it is probably based as much on dream as reality.

If one got into their Wayback Machine and went back to 1981, one might come across a basic cable music show called NIGHT FLIGHT. On said channel, one might see Journey Through the Past after midnight on a Friday. One might - alright, enough of that shit.
Journey Through the Past was just a bunch of weird shit jammed together with music clips. Weird shit like Neil hanging out inside a destroyed limousine in a junkyard ( "Safety glass!") and hooded riders on a beach riding around a crippled guy who takes a syringe out of a hollowed-out Bible. Worth seeing once for footage of Neil and the Stray Gators in a barn performing the electric Harvest material ( as shown on the back of that album's original cover ) and Neil alone at a piano next to a roaring wood stove singing "Soldier."
