Giuliani is like Britain's PM Tony Blair: excellent on national security, totally gets the war on terror and understands why regime change in Iraq was vital.
On social issues, they both are liberal. Not on crime, on which both Giuliani and Blair are tough, but on gay rights, abortion, and issues very near and dear to the the heart of Republicans and conservatives.
For that reason, Giuliani won't be elected president. I believe he'd be a great president as a leader and protector of America, but the moral issues are simply too divisive for him to be elected by the Republican party.

I know he's a liberal on some "values" issues, but I think that the sooner the GOP applies the "leave us alone" motto to people's bedrooms, the better It's time for social conservatives to show the same pragmatism as conservaitve libertarians.
