The only fair system is one in which only those who directly benefit from a service pay for it, and pay only for the service they receive. There is no such thing as a fair progressive tax.

I see the concept of fairness escapes you. The liberal concept of "fair" is nothing more than theft: Stealing what others have worked for, to give it to those who have done nothing.

In a broadly defined sense, yes, assuming you haven't contracted for that service. For instance, if you contract for cell phone service and do not use the cell phone, you don't have a right to "opt out of it." (Don't confuse a "right to opt out" with a negotiated cancellation privilege that may be in your contract.)
And just in case you're thinking of being sneaky by complaining about the national defense services provided to you on your behalf by your national government, well, if you're in America you have contracted for national defense. It's an implicit contract and one that is an enumerated power granted to the national government in America's written constitution.
