Place cities like Berkley in "Renegade" status. Make them ineligible for ANY federal money or protection. Withdraw any and all federal offices and personnel.
I gonna suggest to the Marine Club (www.marineclub.com) that they give up their San Francisco premises and move to Orange County.
I haven't met one Marine that would step foot up there to visit what is supposed to be their club.

this is classic Berkeley. Perhaps there ought to be some pro-military demonstrations in front of the recruit depot... right about the same time.
Hmmm; I've never set foot in san fran; every time I've made an international trip, my AMC flight has passed through Seattle, not san fran. I think moving the Marine Club is a great idea.
Of course, any Marine unfortunate enough to spend any significant amount of time in san fran would find that the Marine Club is about the only friendly ground there.
And think they won't let the television writers strike at the Oscars.
