You probably know better than I do that Francis Keppel is acknowledged as the leading force behind NAEP (National Assessment of Educational Progress), which could have provided a very good conceptual base for assessing student progress. The fact that NCLB does not include a credible testing component is, in my mind, the biggest flaw in what could otherwise be (and to some extent has been anyway) a great force for educational improvement.

Therein lies the problem. Who's choosing the test? Teachers? Parents? Lawmakers? We can't get together enough to devise "the test", even though we all know it should be done.
