If they knew where to look for it, why were so many eyes and ears required to look and listen for the tell tale signs of pee and poop hiding in containers?

I would like to know who was arrested.
In Denver and Minneapolis the authorities found the places where the urine, feces, and weapons were hidden and pounced right before the conventions; but in Minneapolis they arrested the people who organized this.
They were called the RNC Welcoming Committee, and they are described by the sheriff as a "criminal enterprise."
