Actually the Spanish-American war would be the most expensive in the realm of taxes collected to fight it. A phone tax was enacted at 3 cents per mile when there were only 14 miles of line. They NEVER did away with the tax. Here we are, 100 years later and it is 10 cents a mile with hundreds of thousands of miles of line and the same damn tax.
