"How are they going to pay for it?" is the wrong question (the answer is they can't, and they know it).
The question should be "Can you cite the specific part of the Constitution that authorises this?"
The answers are, they won't, they'll just bill it to future generations like everything else, and, They can't cite Constitutional authorization for this new socialism, because just like the "New" Deal, there is none...

Can you quote a speficic part in the Constitution that authorizes a million different things the federal government does. It's a framework, not a complete instruction manual, for cryin' out loud. There's nothing in there for the GI bill, VA and a lot of other things. Do you want to take away veteran's healthcare after they take a bullet so that we and our kids can sleep safe at night?
I do think that there is something in there about "promoting the general welfare", no?

I once wrote a high school essay using much the same logic to try to b.s. my way to the end of that stupid blue paper covered essay book, hoping volume would count for something, that this Congresswoman used. I got a D. She got elected to Congress.
