I read the statement in your link. It looks like what the Washington Times said is correct: Air America is trying to pass the buck of blame to the network's prior owners.

Which may indeed be a valid defense. It could be 100% true. It would also lend credence to the view that while left-wingers talk a good game about caring for the less fortunate, they care more about the dollar...which is something they've accused the right of on countless occasions.
