On SunEdison's website, they show a certain set of states that are "PV Active." Do you have any idea how they're determining that? They claim that the PV Active states have incentives to allow for the financially successful deployment of PV power. I'm wondering in what ways are the other states *not* incentivized? Does solar still need that to compete with existing utilities (which may themselves be held up by incentives)?
