I was a bit after that, time-wise, but my list would include some 80's classics, but I think you are discriminating against some top class early 90's material.
I appreciate that originality is often key, but so is progression - some top producers and rhymers took it on to the next level - Pete Rock, LONS, Diamond D, etc.

To make Cactus 11th, in my opnion is a bold shout. But we must argue this over a pint soon.
