People don't understand the Medicair prescription drug bill. That was supposed to be financed for the most part by tax incentives to the pharmaceutical companies, which is why Democrats don't like it. If one of them had passed the same thing they would be talking about how enlightened it was. Of course they would have done it by increasing taxes, not cutting them. They can't say that, though, so they just rant and rave about doughnut holes.
It just ended up costing more than they thought it would, but its nothing that can't be fixed, I'm sure. At least Bush tried to do something about it, however flawed it turned out. It's helped a lot of people too.
Hell, just eliminate taxes on the pharmaceutical companies and tell them to keep their prices down to reasonable levels and you solve half the problem.

I respect Bush, but believe he abandoned some key conservative positions, which may have been a factor in the mid-term debacle.
